As far as I can gather in my experience- the processing of obtaining The Certificate of Capacity to Marry for foreigners is just a formality. We never had the counseling as you referred to and the prayers etc. We just came in the Office, asked to note & certify the Pre-Marriage Counseling and that's it. For us, we were so lucky.... it went smoothly, even without giving them snacks or treats.
I can understand what you've been thru... BUREAUCRACY...that's it. But, hey, as long as you got what you wanted... iT'S NOT LONG NOW.
