I am a web developer myself and I will hopefully be moving there in a month or two.
You picked the area in part because of the universities, so why not look at the universities? Maybe target the Information Systems programs.
Otherwise Dumaguete is not exactly the bay area. Dumaguete is probably not a place where the web developers of the Philippines flock to. I think I would rather pick up someone who has learned the basics in a university and train that person before he or she has had a chance to pick up a bunch of bad habits.
