Regarding smileys, I was about to make 16 when it said that I am only allowed 15. And FYI, I don't even know how to use some of these.

I had been in Manila for 15 years and Cebu for almost 9 years now. I chose Cebu because, traffic is not so congested compared to Manila. But in terms of building a home, I prefer Dumaguete than Cebu because most of the latter's topography is rough and not suitable residential. Dumaguete is good, its slightly rolling from the foot of Mt Talinis down to the pier. My place (its my parents') is in Camanjac and it is about 20 meters above sea level and about 3-4km from St. Paul University going westward. So its not really flat, and flooding issues may not be a problem, in some cases.
