Only my layman's reasons ,it is unlikely for anything as higher level like an international airport be built over the southern part of cebu considering it's topography consisting most of rolling mountainous terrain ,whilst it has already the established airport of Mactan .The southern part of Cebu has only little patches of sea side back packers resorts like moalboal or liloan to mention ,or has no presence of any largely develop ecomic site to meet its needs for an intn'l airport.If otherwise to service Bohol or dumaguete, might just leave it for Mactan to do the job, because at the end of the day people heading to other islands have yet to do the inter-island crossing .For investors ,it will be a loosing investment .
