Big fish in shallow water

I was amazed about all the big fish we saw while snorkling in Apo Island Marine Sanctuary - some of the fish were up to a couple of feet long and they would swim around in water where I could still stand up if it was not for the corals.

It was like they knew they were in the sanctuary and nobody are allowed to catch them there
