Maybe he did Daffs.
The boats mentioned there by the Dane are no PUBLIC transports (no regular scheduled trips by a company or governmental body) but private boats.
I think Jimeve's option is indeed the only option left if you don't want to take these boats there.
Once when we took one smaller boat (5 persons), we were urgently requested at Apo Island to return back earlier than we did indicate at the start (you pay and can schedule the plan untill a certain reasonable time of returning at Malatapay).
"We thought that we could determine the time to go back", we replied.
Halfway back I understood very well why they forced us to return earlier.
Everything was wett. Even my camera which I had in a special plastic bag could not be protected well enough.
Never a small boat for 5 anymore. We were only with 4 and returned with 3.
No that one person did not swimm back but took a night overstay.

I think when we where there it was all small boats and the arangement is done at that place mentioned in the first post.

The locals could set up some kind of ferry system from the beach though, especialy on market day, make a fixed 1 way fare, now everybody goes with their 'own' boat.

The locals act as helpers when the rented boats cross over as well if they want a free ride over...
