Actually, it may have had more to do with a band of local bigwigs, backed by the entire Philippine Bar Association, filing suit against them for breaking the law.
LTO does not have the authority to make up rules and collect fines for them without proper jurisprudence. Basically, LTO was breaking more laws than those they were collecting fines from. They have gotten away with this in other towns, and decided they would have a heyday here with all the motorcycles. It backfired, and they ran away with their tail between their legs, as they don't want the news spread to the other people in those cities where they are still collecting fines for riding without long sleeve shirts, etc.
An "agreement" was reached wherein LTO conceded to not set up in Dumaguete city, so long as the lawsuit was not pursued.
