and the Vienna Convention was as far as I remember about traffic lights and signs and plates, but again I might be wrong

How will they be able to know and prove if a person is driving under the influence? Do they have digital breathalyzers? He he he.

US is a member of UN but its logic to assume that they have not signed the UN international highway agreement but the Philippines have and of course there is no seen as yet way they can inforce these new laws that mostly do not cover the culture and allow for poverty factors.

In fact local governments are pulling this law to pieces and have no real wish to see it imposed fully such as long trousers etc. On a lighter note its possible to carry 30 eggs in a good quality helmet, lol

Personally I think the whole thing about helmets should be a personal choice, I prefer to wear one and also decent safe footware, its hard to change gears in flip flops. I also prefer to have a good set of mirrors and make sure all my lights and indicators work. Shorts are more cool and comfortable and I like to wear armlets to protect my white skin from the sun. If any offical wants to stop and fine me for infringement I would pay with out argument and take procausions not to be caught and fined for the same thing a second time.

Its no good moaning about it as when your in any foriegn land one has to abide by the law or be prepared to pay the fine. I enjoy driving a motor bike and nothing is going to spoil that enjoyment.

IMO the LTO has decided dumaguete as a low volume/low speed traffic zone which will not require the use of a helmet. but when you go out say to sibulan, etc. these areas do require the use of a helmet.

Actually, it may have had more to do with a band of local bigwigs, backed by the entire Philippine Bar Association, filing suit against them for breaking the law.

LTO does not have the authority to make up rules and collect fines for them without proper jurisprudence. Basically, LTO was breaking more laws than those they were collecting fines from. They have gotten away with this in other towns, and decided they would have a heyday here with all the motorcycles. It backfired, and they ran away with their tail between their legs, as they don't want the news spread to the other people in those cities where they are still collecting fines for riding without long sleeve shirts, etc.

An "agreement" was reached wherein LTO conceded to not set up in Dumaguete city, so long as the lawsuit was not pursued.
