    In Cebu and Manila...NO ICC ISSUES as long as you're wearing a helmet...the traffic enforcer or police wont stop you...even if you're wearing a mountain bike helmet while riding a motorcycle. What about here in Dgte? the ICC sticker under the helmet is WaTERPROFF and untearable? LOL!

    Probably a hard hat with a string for a chin strap will do anyway. Especially if mainly going to be worn on the drivers elbow unless he see's the check point. If they go ahead and enforce this law especially lights and mirrors there quite probably will be quite a few repossessed bikes around the dealers show rooms for a good price because certainly there aren't many locals who could afford a P1,500 fine let alone a P3,000 peso fine to get their bike back that they are already paying installments on..

    Anybody who reads trough the comments will surely realize that there is to much possibility for foul play in this situation, fake stickers, fake helmets, fake LTO Inspectors, Bribery etc. so the sensible thing for the authorities is to drop the requirements for a ICC approved Helmet design. Whenever I am in Cebu I can see many Drivers with all kinds of Helmets and this is no problem there at all, does Negros really need a different system?

    When Sibulan was heavily enforcing the helmet law, a foreigner friend carved a helmet out of a watermelon. Next thing he knew, he was right in the middle of several traffic enforcers laughing their tail's off!!! It worked for him.

    We've heard it all before, from the Visayan Daily Star;

    An attempt by the police in Negros Oriental to implement the “no helmet, no travel policy” beginning next week, was met with public outcry, and political intervention succeeded in overriding the plan.

    The announcements of Sr. Supt. Edward Carranza, provincial director of the Philippine National Police and Roland Ramos, chief of the Land Transportation Office-Dumaguete District Office, to enforce the law on the wearing of helmets by motorcycle drivers and their riders were overturned when Negros Oriental Governor Roel Degamo on Thursday sought a “moratorium”.

    Despite opposition in Dumaguete City and other parts of Negros Oriental to the implementation of the helmet law officials of the LTO in Region 7, based in Cebu City, insist that it cannot be enforced yet in the absence of its Implementing Rules and Regulations, and the prescribed standard protective helmet.

    The “moratorium”, that the PNP and LTO-Dumaguete acceded to as request of the governor, was set from January 19 to allow local officials to review RA 10054.

    Aguilos said there is no such thing as granting a “moratorium” where an existing national law is concerned.

    Aguilos has also warned that LTO-deputized enforcers of traffic laws, when making arrests for violation of the prescribed use of helmets, must not invoke RA 10054 and instead invoke RA 4136 and DOTC Order No. 2008-039.

    The LTO will continue with its anti-traffic violations campaign, including the use of protective head gear.

    Meanwhile, Negros Oriental is the LTO’s biggest challenge to the helmet law as the provinces of Cebu, Bohol and Siquijor have already started the call the use of helmets by motorcycle drivers and their riders.*JFP

    I think moving from a no helmet situation to an only-ICC-sticker-helmet status is too much of a leap for a country like the Philippines!
    Baby steps are needed if you want to prevent an outcry and have a smooth as possible transition.
    Simply moving to a helmet, ANY helmet, requirement for 12-24 months would allow the poorer people to kit themselves with what they can afford, and get used to having to wear a helmet.
    Many helmets would of course not offer the full protection of an internationally tested and approved one, but they will save lives and prevent some serious injuries.
    As someone has already pointed out, simply decreeing that only ICC stickered helmets are acceptable, whilst ignoring international standard helmets that do not have ICC stickers, is just opening up the floodgates for fake sticker production, and will definitely lead to situations where people put the fake sticker on obviously substandard helmets, which will lead to mass confusion within the police ranks!
    I wonder how many politicians who started this directive have shares in Philippine helmet manufacture?

    After this implementation I would hope that they will impose strict implementation on motorists WHEN to stop and give way for pedestrians, esp, on the pedestrian lane!

    Only if they allow us to also run over pedestrians who just cross in the middle of the road, walk slowly while texting, and purposefully don't look knowing you HAVE to stop. Don't call it manslaughter but doing a Civic Duty by cleaning up the gene pool. Ohh and also allow us to run over students who walk 3 abreast in the middle of the street and refuse to move even when honked at!
