ECC are only issued in cities with international sea or airport. The ECC fee is paid with your extensions before (look at the receipts if readable) and can be done by a visa-office (many travel agents offering that service). personal appearance is not necessary

So if you need extensions or other immigration issues handled I would strongly suggest you try the local Dumaguete Immigration Office before venturing in to Manila to face the struggles of main office.
    Hi Folks,

I am coming in on a 21 day tourist visa for a 30 day stay. can I get a 59 day visa at the airport?

if not, can I get an extension in the Dumaguete Immigration Office? Still at the same place? How long does it take, walk in and get? Price?
Before you judge a man, walk a mile in his shoes.
After that, who cares?... He's a mile away and you've
    got his shoes.

You cannot get the 38 day extension at the airport.21 days upon entry is actually a visa waiver Not a 21 day visa! You can renew here in Dgte BI office is next to check inn. It takes less than a half hour. Walk in go out make copies sometimes done and sometimes pick up the next day. I believe with express fees about 3300p
