Maybe you would do better helping him get a job at first. Watch him for a while and if he shows an interest and you think he can handle it then help him start a business of his own.

This is great advice Kenny. I have taught business courses and most people don't really know what it takes to thrive in business and those that do learn usually have at least 3 business failures before they learn enough to make a go of it. Experience is the best teacher, and it should be it is the most expensive.
Operating a business may look easy and fairly simple but there are many pitfalls regardless of what country you are in.
