			<content:encoded><![CDATA[<div>The recently opened Café Laguna is located in the San Jose Street just next door to Hotel Nicanor downtown Dumaguete. It is another Branch of the Cebu based Restaurant Chain operating there since 1991. <br />

First it has to be said that it is more a Restaurant than a café, second <b>Café Laguna is serving only Filipino Food</b>; so if you expect a imported Beef Steak for 255 peso you might be disappointed. <br />

Anyway, Café Laguna’s interior is top notch for Dumaguete (for my personal taste a bit too light, so I was cheating with the pictures a little bit). Everything was pre-produced in Cebu and Luzon and assembled here in Dumaguete. The aircon was working and the seating comfortable.<br />

The Staff is very friendly in a professional way. All of them received their training for several weeks in Cebu’s Café Laguna Outlets.  <br />
I was there with Rechel and we ordered Kinilaw Tangigue and Crispy Crablets for our Pampagana (appetizer) and Beef Tenderloin steak a la Popre and Buttered Chicken, rice and coke light. The menu is quite big and one should be able to find more than one dish fitting his/her taste. The main dishes are between 180 and 300 peso<br />

A typical philippino way is that all dishes come at the same time (or when ready), so if you want your starters first, like the name might appear to some, you should order your main dish when the appetizer is served.<br />
All four dishes were well sized portions and priced reasonable.  I actually (other than I read on another thread) liked the Steak a la Popre a lot and the Chicken were not just skin and bones. It was not fried to death and still juicy meat. Maybe a kind of dip should be served with it.<br />

I would certainly like to have some paper-tissues, pepper. salt, etc. as a standard on the table, because I want to start eating when my dish arrives hot and not asking and waiting another few minutes.<br />
<br />
To sum it somehow up, I would describe Café Laguna as a kind of Filipino fine dining and a positive addition to the local restaurant scene. Perfect for introducing first time visitors to local cuisine before throwing them into a street kitchen.<br />

In a berth I notice a vessel of our favourite line, renowned for drowning its passengers, hundreda at a time, with seeming impunity.  On this occasion the <b>Princess of the Caribbean</b> was discharging 20 foot containers.  As I exited the port on foot, a truck bearing a twenty footer on the middle of its flatdeck trailer stopped beside me.<br />
<br />
I took the opportunity to confirm by visual inspection what I had long suspected.  There was absolutely nothing holding the container in place save the force of gravity!  All four corner indents were empty!  How often have <b>YOU</b> been following one of these in traffic?  The driver needs to stop suddenly and hits the brakes.  <br />
<br />
What happens?  The load shifts forward.  Any other force at play could spill the trailer into your path.  <font size="5">Duhh!</font><br />
<br />
In a country where ships sink because they are unseaworthy or sail without regard to the weather, busses plummet suddenly off cliffs and cops .  .   .     .     <br />
<br />
<br />
Oh well you get the idea.  Do we really need another entirely preventable hazard to risk our lives?<br />
<br />
Is the only regulation governing carriers the <b>LAW OF GRAVITY</b>?</div>

A friend of ours said she was not able to open an account since she was not a PH citizen. Is this true? I am not concerned since Asawa is dual citizen. <br />

My parents of course do not have the same advantage. While I was reading about the Special retirement visa it mentions that an account could be setup to receive the direct deposit of SS and other retirement benefits. <br />

Is the permanent visa a requirement perhaps?<br />

This looks line another way to extort extra money from foreigners for using their foreign based bank card.  Both my pension and SS payments are direct deposits to banks in the US so I have been using my cards to withdraw money from the ATMs here, previously without any charge from the local banks here.<br />
<br />
The P200 charge is roughly a $4.50 charge from the local banks, which is a lot, so if you add the local bank charge, plus any charge that the US banks charge for an ATM withdrawal not on their bank ATM, it could add up to a considerable sum.<br />
<br />
Sorry for wasting band width if this subject has been covered before, but does anybody have any ideas on how to withdraw money from local bank ATMs without having to pay out so much money?</div>
