    Shoot the messenger - local Dgte radio station! Brownout tomorrow from Pamplona to Zambo - 8am to 5pm. Join the 200,000 folks at the mall for fun.

    Not sure but probably. It means no electricity while they normally perform some type of maintenance. They do it from 8 to 5 instead of midnight to 8 to accommodate the bar crowd.

    maybe a brown out is no power during the day and a black out is night for night time

    The term brownout comes from the frequency that this happen, on-off-on-off etc.
