Update as at 11.42 a.m. today.
"Helen" has intensified and has been upgraded from a tropical depression into a tropical storm. At the time of the update, "Helen" was maintaining its' north-west path. Now that it has been upgraded, Storm Signal 1 has been hoisted over northern Luzon. The area can expect winds of 30-60 kph within the next 36 hours, which is enough to drop trees and damage some houses. "Helen" is not expected to make landfall in mainland Luzon, but it will pull the southwest monsoon (habagat) back in to the western section of the country, and could affect western Mindanao and the western Visayas, where there could be periodic but intense rainfall and thunderstorms.
So if it stays warm and dry here, please don't blame me. I'm just giving a heads up on what might happen !!
