I suggest you stay in Century Hotel, corner Pelaez and Colon Sts., very cheap price, but with clean, air-conditioned rooms and good service. Walking distance from Metro Gaisano, and just 50-70Php cost for a cab to Pier 1, where you could ride for Dumaguete.

You could try Cebu Business Hotel, 1300-2000 per night, and near the pier too.

Also, Regal Hotel, just across Ayala Center. 1,800 per night, but with breakfast good for two. I recommend you stay here because straight across the street, you'll find a line of offices like Air Philippines, and Ocean Jet and Cokaliong, and GP.
