Just a good month after Governor Emilio Macias II passed away, Dumaguete lost with Quinton “Yayoy” Uy one more icon. “Yayoy” how Quinton Uy was known all around Dumaguete and Negros was one of those dive-pioneers in Negros Oriental and very high respected not only in the dive-community.
Quinton “Yayoy” Uy was a selfmade man who started as a professional Scuba Diving Instructor in the late 80s at the Dive Shop located at the Sta. Monica Resort. Some years later he started his own shop, the Deep Sea Dive Shop. His very good reputation was well know within the Scuba Diving Community and his Shop was always busy with divers renting tanks or refilling their own.
We had the pleasure to meet Yayoy many times the last few years, for Business and in private occasions.
Quinton “Yayoy” Uy passed away on July 25 2010 due to a stroke at the age of 52. He is leaving behind his wife Bella and his daughter Daphne.
You will be missed but never forgotten.

Our condolences are with the Family and frieds of Negros Oriental Gov. Emilio Macias II who passed away at three a.m. Sunday following tough fight with liver cancer. He died 76.
Provincial Board Member and incoming Dumaguete councilor Erwin Macias, son of the governor, confirmed that his father died at the National Kidney and Transplant Institute shortly prior to he was scheduled for his up coming chemotherapy session.
Macias, who was re-elected for the position of governor during the May elections, was airlifted to Manila a few days before his proclamation by the provincial Board of Canvassers due to his illness.
Rep. George Arnaiz of the 2nd district of Negros Oriental, throughout an interview with reporters Saturday following the local Independence Day celebration, said the governor had told him to oversee his projects here whilst he was below treatment.
Arnaiz explained Gov. Macias was a fighter and hoped to make it back again to Negros Oriental by June 30 for his oath getting.
“He asked me to organize the preparations of his inauguration and oath taking, but I told him it was not necessary for him to be physically present on that day,” explained Arnaiz.
The solon additional said any elected official can take his oath anywhere inside the nation.
Rep. Arnaiz also explained he told the governor to ensure his doctors would permit him to return towards the province for your inaugural.
Constituents in Negros Oriental are still reeling from shock above the news of the death of Macias.
Erwin Macias stated arrangements are getting done for the cremation of the governor’s body at 9 a.m. today in Manila and also the loved ones hopes to bring back again the remains by Monday.
The critical question must be if a person knows about its physical conditions, should they continue their job and run through the stressing election-campaigns or just being focused on their health and their family.

It is sad to say, but the first few raindrops of the rainy-season caused a brownout and due to that four women died in Dumaguete as they died in a fire most likely caused by candles.
We all should know not to sleep while having a open fire in the house or garden.

DUMAGUETE CITY, Philippines – Four women were trapped to death in a pre-dawn fire Saturday that razed a boarding house in the city’s Barangay (village) Camanjac, police said.
Police Officer 3 Florito Fajardo, desk investigator of the Dumaguete City Police Office, identified the fatalities as the sisters Sarah Jane Resando, 19, and Melissa Resando, 23, of Labason, Zamboanga del Norte; Joan Ortega, 31, of Ipil, Zamboanga Sibugay; and Maricar Araneta, 22, of Alicia, Zamboanga Sibugay.
Their bodies were found huddled in the bathroom of the boarding house, owned by Ramoncito Remata of Purok Al Capone, Lower Camanjac.
The fire was recorded at 3:36 a.m. of Saturday, the police said.
“Melissa was holding Sarah and the two other women in her arms, as if to protect them from the fire,” a witness who was among those who found the bodies of the four women told the Philippine Daily Inquirer.
The fire was preceded by a brownout caused by a sudden downpour, which started Friday night.
Fajardo said the fire was probably caused by a lighted candle placed atop a plastic table in the living room of the house.
“They must have fallen asleep to awaken only when the fire got so big,” Fajardo said.
They were apparently trapped because the windows of the house had steel grills.
Hadji Macajis, 26, a native of Siquijor who survived the fire, told police that he and the rest of the victims were lodgers in the Remata house, Fajardo said.

Manuel-Chiquiting-Sagarbarria is the new Mayor of Dumaguete City. In a close race he beat Vice-Mayor Woodrow Maquiling by only 51 votes.
This result was officially proclaimed this morning at 10:30 am. A lot of work is waiting for the new City Mayor Chiquiting Sagarbarria and the Dumaguete Info Team wishes him good luck and all the best for his position he has for at least the next three years.
The Elections 2010 were for most voters in Dumaguete a test of their patience and long lines could be observed at the voting precincts. Being known as gentle people, it was a peaceful act. Due to bad signals of the provider, the flash cards of the results needed to be removed from the voting machines and brought to the City Hall.
We just can hope that Dumaguete City under the guidance of Manuel Chiquiting Sagarbarria will go a better organized direction in this lovely growing City.
The biggest surprise of this years election was probably Alan Gel Cordova who got elected as a vice mayor.

Who is Who in Dumaguete?

Junny Dumalag is Dumaguete’s City Administrator since 2001 and runs for the Mayor position here in Dumaguete City. He invited the DI-Team to his house and took a lot of time to discuss with us several issues and topics about Dumaguete City. Born and raised in Dumaguete, he gave us an interesting inside-view about the plans from the past and the outlook for the future. We discussed about better pier options outside Dumaguete City, the diversion road, education in Dumaguete, how to attract investors waste water management and much more.

Yes, I am married with two Kids, Gail Raul and Dianne Angela
3.) What is your occupation?
I am City Administrator of Dumaguete City.
4.) How long and why are you in Dumaguete?
I am Dumagueteño went to Silliman University and studied Mechanical Engineering
5.) What do you like about Dumaguete ?
I always liked the atmosphere and the ambiance of Dumaguete as a University Town.
6.) What would you like to change in Dumaguete?
Dumaguete need to improve in a few ways and make it more interesting for investors.
7.) What was the best experience in your life?
Growing up in Dumaguete was certainly the best what could happen to me. It was a small, inexpensive city with all options a young man could hope for.
8.) What are your plans for the future ?
I like to improve the Boulevard and the options we have here as that melting point for Dumagueteño and visitors. I also want to force the diversion road construction between Bacong and Sibulan to relax the traffic situation downtown.
9.) If you can say 2 sentences to 1.500 people from all over the world, WHAT would you tell them ?
I like to use a Chinese quote for that: It is an ideal place for peace and freedom if you can see the mountain and the sea from one spot. Welcome to Dumaguete …
10.) Would you do something different in your life if you have the chance ?
When I grew up, Dumaguete had a population of 20,000. I learned swimming in the ocean in front of the Boulevard. During the years, this became impossible. We missed the chance to keep this part free from waste-water and with the growth of Dumaguete it didn’t become better. With my knowledge I have now, I would have helped to do that different.
But it is not too late and we have plans about a better waste water management, which we can hopefully turn into reality when we all work together.
Like always, time is flying when spend with interesting people. As Junny Dumalag runs for Mayor in Dumaguete with a pretty tight schedule just one week to go, we were happy to have this private conversation with him. All the best for your plans and visions and a big “Thank You” for your time.

Who is Who in Dumaguete…

There is probably no Dumagueteño who hasn’t tried the culinary delights of Sans Rival, danced a night away in El Camino or had a nice family dinner in Chin Loong. The successful man behind these businesses is Manuel “Chiquiting” Teves Sagarbarria. Being also the president of the Negros Oriental Chamber of Commerce and Industry (NOCCI), City Councilor, running for Mayor and plenty of other functions keeps “Chiquiting” pretty busy.
We met Manuel “Chiquiting” Sagarbarria in his office where we had plenty of time for our 10 “Who is Who” Questions and some nice small-talk about several issues in Dumaguete. We definitely appreciated the time he took for us and never felt “squeezed” into his busy schedule.

Yes, I am happy married. I have 2 girls and a boy. The elder girl and the boy are already married.
3.) What is your occupation?
I am City Councilor and business man.
4.) How long and why are you in Dumaguete?
I came to Dumaguete in 1970
5.) What do you like about Dumaguete ?
I like everything about Dumaguete. I am aware of some issues we have at the moment and are positive about that we can change most of them in the future.
6.) What would you like to change in Dumaguete?
I would like to get Dumaguete up to the prime Learning Centre for the Visayas as an honest, open minded University Town. We also need to get better organized in several touristic fields to establish Dumaguete as a top Tourist –Destination in the Philippines with a focus on Eco-Tourism. Most issues in Dumaguete can certainly be solved with a better organization.
7.) What was the best experience in your life?
My Highschool Years….

Becoming Mayor of Dumaguete City

Come and visit Dumaguete. You will fall in love with the City of Gentle People.
10.) Would you do something different in your life if you have the chance ?
I certainly would have a Resort at the Beach. My wife and I love to go swimming and snorkeling and we try to spend each weekend a few hours at the beach to unwind and relax.
After an interesting hour or so, it was time for us to leave the office of Manuel Teves “Chiquiting” Sagarbarria to go to our next appointment.

Baguio and Dumaguete are the new entrants to the top 10 best outsourcing locations which are projected to generate $ 1.2 billion in revenues for business process outsourcing (BPO), bringing the industry’s total earnings to $ 9 billion in 2010 from $ 7.2 billion last year.
Davao City topped the list as it scored 99 percent in the availability of graduates and workers out of the more than 30 locations assessed, results of Next Wave Cities scorecard revealed.
The talent criterion carries the largest weight of 40 percent in the overall ranking which makes the city the best outsourcing destination in the country so far.
Sta. Rosa, Bacolod, Iloilo, Metro Cavite, Lipa, Cagayan de Oro and Malolos also topped the scorecard ranking of the Business Processing Association of the Philippines (BPAP), Commission on Information and Communications Technology (CICT) and the Department of Trade and Industry (DTI).
In addition to talent, the other factors affecting city ranking are infrastructure, cost and business environment.
In particular, cities are scored for the quality of their roads, access to international and domestic flights, presence of providers of fiber optic networks, reliability of power supply, availability of property sites, cost of labor and office space, vulnerability to natural disturbances, peace and order situation, among others.
In a press briefing, BPAP chief executive officer Oscar Sañez said that in 2010, Metro Clark advanced from Next Wave City status to an established information technology (IT)-BPO hub, joining the ranks of Metro Manila and Metro Cebu.
Sañez attributed this to Metro Clark’s excellent infrastructure with 100-percent rating, proven ability to market itself globally and its ability to provide investor assistance.
Bulacan East and Bulacan West this year were also consolidated into Malolos area.
The two slots earlier occupied by Metro Clark and Bulacan thus were filled up by new entrants Baguio and Dumaguete.
Apart from the top 10 best outsourcing locations, Sañez identified other aspirants as Dagupan, Legazpi, Metro Subic, Metro Naga and General Santos.
Gigi Virata, BPAP’s information and research director, said sites included in the list of Next Wave Cities are the focus of their promotion efforts.
Virata said these cities would have some advantages when they also market themselves to the media and the investors.
For his part, Sañez said the Next Wave Cities program provides a great avenue for local empowerment.
He said these cities will increase talent pool and stem salary and rental inflation in “first-wave” locations.
“Having 10 Next Wave Cities and more will ease the pressures to raise salaries and rental rates in these major hubs, and spread the benefits of employment, higher incomes and increased business activity across the country,” he noted.
As of end-2009, there were about 442,000 employees in the Philippine IT-BPO sector.
Virata estimated that the identified top locations for outsourcing could generate an additional 265,200 employment in the next two years.
Commission on Information Communications Technology (CICT) Secretary Ray Anthony Roxas-Chua III said the Commission is fully committed to the Next Wave Cities initiative of championing regional growth through ICT.
“These Next Wave Cities will continue to be our rallying points where, given the impetus and the correct resources, will spur economic growth the way this government has envisioned to be. We see prosperous cities in regions across the nation as a result of their maturity and readiness to compete in the IT-BPO arena,” he said.
